Hurghada legal baseline: Egyptian official guidance available in 2026 is not fully harmonised. A government-backed guide restates Law 230/1996 limits, while a State Information Service report describes a 2023 Cabinet decision allowing hard-currency purchases without restrictions. Independent Egyptian counsel should identify the applicable law or decree, land allocation, registration path, resale conditions, foreign-currency evidence and permitted rental use for the chosen Hurghada property.

Presidential Decree 128/2022 restricts ownership of land and built property inside its mapped Sharm, Dahab and Gulf of Aqaba zones to Egyptian natural persons and wholly Egyptian-owned entities. State private land or buildings may instead be granted by usufruct for no more than 75 years, and security approvals apply. Do not treat a resort listing as ordinary foreign freehold.
